Miami and Oxford police departments enter new mutual aid agreement

The police departments of Miami University and the city of Oxford have renewed their mutual aid agreement and updated several sections. The agreement, common among neighboring law enforcement agencies and authorized by Ohio law, took effect July 1.

Major provisions of the agreement between Miami University’s police department (MUPD) and the Oxford police department (OPD) are listed below.

  • MUPD and OPD shall have concurrent law enforcement authority over the entire rights of way of the following blocks and/or streets, including the intersection at either end of the specified right-of-way and all intersections contained within the described rights-of-way:
    - The "Square Mile," defined as the area bordered by Chestnut St., Locust St., Sycamore St. and Patterson Ave.;
    - State Route 73 from Patterson Ave. to the city of Oxford limits;
    - Bonham Road from Sycamore St. and Tallawanda St. to the Miami University property limit; and
    - Streets north of Sycamore and east of State Route 732, namely North Poplar, North Campus, North University, Homestead Ave. and Bouden Lane.

  • Each agency is authorized to perform any law enforcement services in any area of concurrent law enforcement authority. Whenever a traffic accident occurs in any of the areas described in this section, the law enforcement authority with the first officer on the scene shall assume responsibility. MUPD shall issue citations under the Oxford city code for all parking and moving violations that occur in the areas described in this section.

    Implicit in this section is the mutual understanding that OPD retains primary responsibility for enforcement on city of Oxford streets and MUPD retains primary responsibility for enforcement on Miami University streets and property.

A mutual aid workgroup comprising two members from each department shall meet semi-annually (June and December) to review the enforcement practices on the streets enumerated in this section.

This agreement supplements the Butler County Intra-County Mutual Police Aid Agreement to which both city of Oxford and Miami University are signatories. Other areas covered by the agreement include major events, maintenance of law and order, major case investigation, warrants and other items. The agreement is posted on Miami’s police website under general information.
