University Senate action April 15

On April 15, University Senate heard reports from Michael Pratt, dean of the regional campuses, "New Regional Division Implementation Update"; and James Oris, dean of the Graduate School, "Academic Divisions' Designation as College or School." (See related story online.)

Senate received items on the consent calendar including:
(1) curriculum report;
(2) Senate committee minutes;
(3) five policy changes from the Academic Policy Committee;
(4) a proposed name change for the School of Engineering and Applied Science to the School /College of Engineering and Computing;
(5) a proposed name change for the department of chemical and paper engineering to the department of chemical, paper and biomedical engineering; and
(6) a proposed name of the new academic division at the regional campuses: College/School of Professional Studies and Applied Sciences.

Senate adopted resolutions proposed by the Governance Committee to revise the composition of several Senate committees; to dissolve the Codification Committee; and to revise the appointment process to the University Appeals Board.

Senate adopted resolutions revising the Miami University Policy and Information Manual, Section 11, Curriculum. Senate adopted a proposed revision to the Promotion and Tenure Guidelines. By a sense-of-the Senate vote, Senate endorsed recommended procedures for determining the promotion/tenure-initiating unit and academic home department of faculty assigned to the regional campuses.

Senate met in executive session and voted to forward to the President recommendations for the awarding of honorary degrees.

With the approval of the February 11, 2013, minutes, Senate adopted SR 13-08, SR 13-09, and SR 13-10.

The next meeting of 2012-2013 University Senate will be held on Monday, April 22, 111 Harrison Hall. The meeting will immediately follow the adjournment of the 2013-2014 University Senate meeting to be conducted at 3:15 p.m. for the election of the 2013-2014 University Senate Executive Committee.


SR 13-08
WHEREAS, the department of communication and the journalism and film programs have agreed to merge into the department of media, journalism, and film;
WHEREAS, the merger has the support of the chair of the department of communication and directors of the journalism and film programs, the dean of the College of Arts and Science, the Council of Academic Deans, and the Provost; and
WHEREAS, the requirements of Senate Resolution SR 08-09, Guide for the Consolidation, Partition, Transfer, or Elimination of Academic Divisions, Departments, or Programs, have been fulfilled;
THEREFORE, BE IT HEREBY RESOLVED that University Senate endorse and recommend to the Provost that the department of communication and the journalism and film programs be consolidated into one department, the department of media, journalism, and film; and
FURTHERMORE, BE IT HEREBY RESOLVED the consolidation be fully implemented by fall 2013 semester.

SR 13-09
BE IT HEREBY RESOLVED that University Senate recommend proposed revisions to the Miami University Policy and Information Manual, Section 16.13, Smoke-free Environment, as set forth below:
16.13 Smoke- and Tobacco-Free Environment
In order to promote the health of our students, faculty, staff, and visitors, all Miami University campuses are designated Smoke- and Tobacco-Free Environments. Smoking is defined as the burning of tobacco or any other material in any type of smoking equipment, including, but not restricted to, cigarettes, electronic cigarettes, cigars, or pipes. Smoking is prohibited during working hours (including lunch and breaks) in all prohibited areas. The use of any tobacco product, including chewing tobacco, is also prohibited.
Smoking and/or tobacco use is prohibited in all Miami University-owned facilities and on the grounds of any University-owned property. This includes all buildings owned or controlled by Miami University, shelters, indoor and outdoor athletic facilities, indoor and outdoor theatres, bridges, walkways, sidewalks, residence halls, parking lots, street parking controlled by the University, and garages. Smoking and tobacco use is prohibited on sidewalks that adjoin University property. Smoking and tobacco use is also prohibited in any vehicle or equipment owned, leased or operated by Miami University.
Miami University actively promotes and provides smoking cessation assistance and nicotine replacement therapy to students, faculty, staff, as well as their benefit-eligible spouses/domestic partners. Many services are provided at no cost or a reduced cost. Interested employees should contact Employee Health and Well-Being. Interested students should contact Student Health Services.

Exceptions:
Personal Automobile. Smoking is permitted in personal automobiles parked on University premises.

Violations:
Faculty, staff, and students violating this policy are subject to University disciplinary action. Violators may also be subject to prosecution for violation of Ohio’s Smoking Ban (Ohio Revised Code Chapter 3794). Visitors who violate this policy may be denied access to Miami University campuses and may ultimately be subject to arrest for criminal trespass.

SR 13-10
BE IT HEREBY RESOLVED that University Senate endorse proposed revisions to the Miami University Policy and Information Manual, Section 12.5, All‑University Faculty Committee for Evaluation of Administrators (Evaluation of Administrators); and furthermore, corresponding changes be made to the Enabling Act of University Senate and Faculty Assembly, Article Five, Section 3.
