Senate makes recommendations on cost sharing
University Senate Monday, Nov. 18, approved minutes of the Nov. 4 meeting. Provost Crutcher thanked the ad hoc advisory committee on health care cost sharing for presenting its report on a timely basis to Richard Norman, vice president for finance and business services and university treasurer.
Senate voted to send forward the following recommendations to Norman for his consideration before presenting the findings of the advisory committee on health care cost sharing to the board of trustees:
• that the university establish an annual out-of-pocket maximum for prescription drug costs.
• that once the premiums for health care costs are instituted, there will be a cap on the percentage of increase to employee health care cost contributions each year thereafter to the percent of increase in the premium or 15 percent, whichever is less.
• the creation of research and information programs to educate individuals regarding ways to realize the benefits of reducing health care costs.
• supports the committee’s schedule for employee contributions, but recommends amending one category and adding an additional category:
For those earning $80,000-$100,000, Senate recommends a 9% contribution. The number of employees in this category is 130.
For those making more than $100,000, Senate recommends a 10% contribution. The number of employees in this category is 70.
• a one-time pay increase of $140 to each benefit-eligible employee.
• requests that comprehensive studies be funded and undertaken to compare total employee compensation to the appropriate benchmark — and that these findings be shared with employees. In the case of classified and unclassified staff, the appropriate benchmark is the local and regional market for jobs of relevantly similar description. In the case of faculty, total compensation should be compared to that of faculty at peer and aspirational institutions against which we benchmark the university itself.
• affirms its long-standing recommendation that all benefits, including health benefits, that are made available to employees, their spouses and families should be available as well to the domestic partners of employees and the employee families in precisely the same way.
