H.B. 95 mandated that the Ohio Department of Higher Education/ Ohio Articulation and Transfer Network establish policies and procedures applicable to all state institutions of higher education to ensure that students can begin higher education at any state institution of higher education and transfer coursework and degrees to any other state institution of higher education without unnecessary duplication or institutional barriers.
CTAGs are criteria, policies, and procedures to transfer agreed-upon technical courses from one Ohio public institution (university, college, center) to another. Most often, these are courses that students complete at Career Technical Centers. When the student transfers to Miami or another four-year institution, they automatically receive credit for a similar course. There are CTAG pathways in many specific career-technical areas. One feature of the policy is the Career Technical Assurance Guides (CTAGs). TAG guarantees the course equivalency and applicability of technical or career-oriented degree pathways.
Commonly offered courses within the designated technical degree pathways are selected to be "CTAG" courses (usually introductory courses in the major). Each specified CTAG course has particular outcomes that have been developed by a statewide panel of faculty in that field. Students who complete a CTAG course at one Ohio institution are guaranteed to receive credit for the same course at another Ohio institution, should they decide to transfer.
All public institutions of higher education in Ohio are expected to comply with the Articulation and Transfer Policy and guarantee the transfer of courses in the CTAG for application to degree/program requirements.
Numerous degree pathways, spanning from construction and welding to interactive media or entrepreneurship have Career Technical Assurance Guides. Within each degree pathways is a set of multiple courses. Each course has a set of learning outcomes. See a list of pathways on the Ohio Department of Higher Education website.
In creating a match, the faculty member proposing the match must ensure that the course being proposed for a match advances the required learning outcomes created by ODHE.
Approximately one time each semester, the Associate Provost in communication with representatives from the Ohio Department of Higher Education/Ohio Articulation and Transfer Network audit the existing course matches for Career Technical Assurance Guides. If a match needs to be revised or added, the following steps are taken:
