Bargaining Summary from Meeting on October 30, 2023

Labor negotiations continued with the Librarian unit on Monday, Oct. 30 to continue working toward an initial collective bargaining agreement. The University’s bargaining team and FAM’s bargaining team worked from 10 a.m. until approximately 4:30 p.m. at the Wilks Conference Center on the University’s Hamilton Campus.  

The parties agreed to Ground Rules which provide guidelines for future bargaining sessions. The parties also reached tentative agreement on a Recognition clause. The University introduced the following proposals: (1) No Strike, No Lockout; (2) Purpose; and (3) a revised Memorandum of Understanding (“MOU”) regarding Committees. There was also brief discussion about FAM’s proposed article regarding Academic Freedom.

The University indicated it was rejecting FAM’s Oct. 18, 2023 proposal regarding course release at this time because the University considers it an economic proposal. The University then introduced two additional proposals: (1) Separability; and (2) Labor Management Meetings. During the same session, FAM introduced the following proposals: (1) Association Rights; (2) Shared Governance; (3) Non-discrimination; (4); Data Sharing, and (5) an MOU indicating the Miami University Board of Trustees would seek amendment to Ohio Revised Code Section 3339.01 such that three bargaining unit members could be added to the Board of Trustees. The University is continuing to review these proposals. FAM also presented proposed changes to the University’s MOU on Committees.

FAM presented a counterproposal on Labor Management Meetings. FAM explained that the primary goal of its revisions was to make the article consistent with the Labor Management Meetings article agreed upon at the Faculty bargaining table. The University accepted FAM’s changes to the MOU on Committees, and proposed one additional minor change – which FAM accepted. The parties executed the MOU. 

Finally, the parties discussed possible dates for their next session, and agreed they would meet on Dec. 15 and 21, 2023, and Jan. 8 and 12, 2024. The parties are next scheduled to meet on Nov. 13 and 29, 2023.
