Miscellaneous Fee Ordinance

The Ordinance is approved each spring by the Board of Trustees and is the official list of special purpose fees, service charges, and fines collected by the University primarily from students. The Miscellaneous Fee Ordinance is not intended for increases in tuition (instruction and general fee) and room and board which are approved under separate ordinances, the initial authorization of other uniform fees such as facility fees (debt and operating costs for student facilities), campus-wide technology fees, or the bus/metro fee, or the initial approval of special purpose premium fees such as the business school fee. Existing miscellaneous uniform fees such as those identified above and special purpose premium fees should be included as part of the annual Miscellaneous Fee Ordinance and it is appropriate to use the ordinance for requesting incremental changes in such fees after they have been established assuming such changes fall within the legislated fee cap.

Academic Miscellaneous Fees are reviewed on an annual basis during the budgeting process. All new or amended special purpose fees, service charges and fines supporting or relating to academic programming are approved by Vice President of Finance and Business Services prior to being submitted to the Board of Trustees for approval in the spring prior to the new academic year the fees become effective.

Non-Academic Miscellaneous Fees are also reviewed on an annual basis during the budgeting process. All new or amended special purpose fees, service charges and fines not supporting or relating to academic programming and charges by auxiliary operations (to both students and non-students) are approved by the Vice President of Finance and Business Services in the spring prior to the new academic year the fees become effective and prior to the fee being assessed. Non-Academic Miscellaneous Fees do not require Board of Trustee approval.

The guidelines will provide general principles in reviewing existing fees and establishing new fees, definitions of fee categories, and the procedures to obtain the necessary approvals.
