The adoption of emerging technologies such as the Internet of Things (IoT) and Radio Frequency Identification (RFID) has significantly improved supply chain efficiency while simultaneously introducing new cybersecurity risks. To address these challenges, this paper proposes an IT governance (ITG) framework grounded in COBIT 2019 and NIST Cybersecurity Framework (CSF) 2.0. The framework is informed by modern definitions of IT governance and centered around strategic alignment, risk management, regulatory compliance, and security assurance. It consists of six governance domains including system design, security, lifecycle management, assurance, compliance, and continuity. Collectively, these domains establish structured oversight across systems development, risk assessment, monitoring, compliance, and business resiliency. By integrating governance with cybersecurity, the framework enhances the security, reliability, and strategic value of IoT-enabled supply chain management (SCM).
