Bargaining Update Oct. 25, 2023

The University and the Union met on Oct. 25, 2023 to continue collective bargaining negotiations for the first faculty contract. At the start of the day, the University and Union executed a Tentative Agreement on Labor Management Meetings. To begin the bargaining session, the University responded to a series of questions from the Union regarding the University's Nondiscrimination and Anti-Harassment counter proposal and Management Rights proposal presented at the Oct. 18th bargaining session.

After working in caucus, the Union presented a counter proposal on Appointment, Renewal and Promotion of TCPL Faculty, as well as new proposals on Evaluation of TeachingIntellectual Property, Copyright, and Artificial IntelligenceOnline Course Content, and Data Sharing. The University presented a proposal on Dues Deduction, in response to the Union's Association Rights proposal, as well as a counter-proposal on Purpose.

Additionally, the University asked, and the Union answered, questions regarding the Union’s Shared Governance proposal, presented at the Oct. 18th session. The University also responded to the Union's proposed MOU on Negotiating Team Course Release and Service Credit, rejecting the proposal at the present time but indicating that the University would consider course releases, as an economic term, along with the Union's complete economic package.

As of the conclusion of the Oct. 25th session, the University has presented and countered on the following articles proposed for the parties' initial collective bargaining agreement:

  • Appointments
  • Nondiscrimination and Anti-Harassment
  • Management Rights
  • Health Safety Security
  • Discipline and Discharge
  • Grievance and Arbitration 
  • Duration
  • Separability
  • No Strike/No Lockout
  • Dues Deduction
  • Purpose

The University is awaiting responses from the Union on the above proposals. In addition to its proposals presented at the Oct. 25th session, Academic Freedom and Shared Governance are pending responses from the University.

The University and the Union are scheduled to meet next on Nov. 1 and Nov. 15, 2023. The parties scheduled additional dates on Dec. 6 and 19, 2023, and Jan. 17 and 31, 2024.
