Title VI

"No person in the United States shall, on the ground of race, color, or national origin, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any program or activity receiving federal financial assistance." This federal law applies to Miami University and requires a learning and working environment free from discrimination or harassment based on race, color, or national origin. Protections extend to discrimination involving shared ancestry or ethnic characteristics (e.g., antisemitism, Islamophobia, or bias against other ethnic/national groups).

Miami's Commitment

Miami University is deeply committed to fostering an inclusive, equitable, and welcoming environment for all students, faculty, staff, and visitors. As a public institution receiving federal financial assistance, the University complies fully with Title VI of the Civil Rights Act of 1964 and related state laws. We prohibit discrimination, harassment, or retaliation based on race, color, or national origin (including shared ancestry or ethnic characteristics) in all University programs, activities, and operations.

The Office of Harm Prevention and Resolution oversees compliance efforts, investigates complaints, and promotes education on these protections.

In addition to federal Title VI requirements, Ohio law reinforces nondiscrimination principles through the Ohio Revised Code (ORC) Chapter 4112 (Civil Rights Commission). This chapter prohibits discrimination based on race, color, religion, sex, national origin, disability, age, and other protected categories in employment, housing, and public accommodations. As a state public university, Miami University adheres to these standards, which align with and complement Title VI by addressing similar forms of bias in educational and public settings.

Violations may also intersect with other Ohio statutes on hate crimes or civil rights enforcement.

Types of Conduct Prohibited by Title VI

Disparate Treatment

Miami University prohibits treating individuals differently based on race, color, or national origin without a legitimate, nondiscriminatory reason. This includes unequal access to admissions, programs, services, financial aid, housing, athletics, or discipline.

Hostile Environment Harassment

A hostile environment exists when unwelcome conduct based on race, color, or national origin is sufficiently severe, pervasive, or persistent to interfere with a person's education, work, or participation in University activities. Examples include racial/ethnic slurs, stereotypes, vandalism, or targeted harassment. The University responds promptly to reported incidents to eliminate, prevent recurrence, and remedy effects.

Retaliation

It is prohibited to retaliate against anyone for reporting discrimination, participating in an investigation, or opposing discriminatory practices.
