This document was published in Kommersant newspaper in May 2000 and was presented by them as the inside plan to reform the entire Kremlin administrative structure to make it the single and sole locus of power in Putin’s Russia. Detailed plans show that while offices would continue to have ‘open’ functions as in the past, so too would they now have ‘closed’ or ‘secret’ functions, including ending Duma independence, controlling and ruining the opposition, and curtailing civil society and freedom of the press. And all of this was to be done by ‘professionals’ from the secret service. This is the plan for authoritarian rule in Russia.
